On September 30, 2011, Shantou Daily published a CPPCC proposal named "To strengthen the planning for integration of the west side of Shantou" proposed by Guangdong Fengyue Law Firm lawyer, CPPCC Shantou Committee members & Shantou University Law school professor Li Guanghui.
